We promote and develop public sector systems into more information-oriented ones, which are expected to boost the promotion of information systems in the whole of the Japanese economy.
Government organizations are reviewing the feasibility of electronic implementation of documents, which have been required to be stored on paper until now. The New Media Development Association developed an originality-preserved secure electronic storage system, which adopts the smart card as a model. We launched technical development in order to show that electronic implementation of media documents does not result in data tampering by others.
We have been developing technologies and systems to prevent data tampering related to electronic implementations and online handling applications, including filing applications, storing documents, procuring, and others. The results of the projects are considered to be available not only to the government, but also to private enterprises.
The government has been conducting an electronic implementation of application procedures to create "an e-government" in reality by 2003.
To make electronic submission of application documents to government agencies possible, we developed the Internet-based platform for electronic application and reporting systems to the government using highly secured technologies, including the latest technologies such as cryptography, XML technologies, and others. Assurance of interoperability between electronic submission systems adopted in various administrative services in government organizations is expected to bring a hugh reduction in both economic and manpower resources.
Based on the action plan established by the government, the project aims to apply "the Internet-based Platform for Electronic Application and Report System to the Government" to common procedure services such as applying and reporting to the Ministry of Economy, Trade and Industry (METI). In addition, we have been increasing the versatility of the platform and developing the connection to the Government Public Key Infrastructure (GPKI) .
Interconnecting the systems of local governments and prefectures is considered for implementation of the online handing procedures such as filing and reporting. Because of this, we are concerned about unauthorized access and data leakage from outside the network. We have developed the Secure Information Exchange System, which is able to safely interconnect local governments and prefectures internally and externally with blocking the network logically with store/retrieve types of data exchange.
