Akio Kokubu worked on research and development of architecture of advanced computer systems such as database machines and associative memory machines with Electrotechnical Laboratory (ETL), a predecessor of National Institute of Advanced Industrial Science and Technology (1968-1990). He was Visiting Research Assistant Professor in Electrical Engineering at Iowa State University in the United States (1973-1974) and Visiting Researcher at Centre Mondial Informatique in Paris, France (1982). During the period with ETL, he wrote books (published by Ohmsha) such as Introduction to Microcomputers (1977), Introduction to One-chip Microcomputers (1979), and Recent LSI Logic and Microprocessors (1980) to let engineers inform the great potentiality of semiconductor LSI chips.

He has been Director (1990-2000), Managing Director (2000-2006), and Adviser (2006-) of New Media Development Association where he has been working on development of the new generation smart card systems, development of the content filtering system on the Internet, etc. He was responsible for system design and supervision of "the Hyogo prefecture Phoenix disaster prevention system" based on knowledge from experience in the Great Hanshin-Awaji Earthquake (1995-1996). He also served manager of the large scale project "IT Equipped City with deployment of IC smart cards throughout Japan" commissioned by the Ministry of Economy, Trade and Industry. (2000-2001).

He also holds Vice President of Internet Association Japan concurrently (2001-), where he has been working on deployment of filtering functions for children to use the Internet. He has been an advocate of rules and manners for people to use the Internet safely and comfortably. He was Director of "Internet Hotline Center" commissioned by the National Police Agency (2006-2013). He served membership of many government committees such as Cabinet Office, Ministry of Internal Affairs and Communications, Ministry of Education, Ministry of Economy, Trade and Industry, National Police Agency and Tokyo Metropolitan Government.

He received an award for pioneering development on filtering technologies of harmful content from Minister of Economy, Trade and Industry (2010), an award of person of merit for consumer support from Cabinet Office Minister for Special Missions (2011), Letter of Appreciation from Commissioner of National Police Agency (2013), and an award for promotion of digital society (the silver prize) from Minister for Digital Agency (2021).
